The Memorandum of Understanding fulfils the requirements of Article 11 of the Water and Sewerage Services (Northern Ireland) Order 2006 (the Order) by establishing effective working arrangements between the Northern Ireland Environment Agency and the Utility Regulator.

The Memorandum is not intended to cover every detailed aspect of the relationship between the parties. Rather, it is a statement of principles which will guide relations between them to ensure sufficient arrangements are in place to enable them to discharge their respective responsibilities effectively and to avoid duplication of effort.
