Tyre waste is regulated to limit hazardous waste sent to landfill sites.  This is implemented through The Landfill Regulations Northern Ireland 2003.

The Landfill Regulations (Northern Ireland) 2003 No. 496 (legislation.gov.uk)

If you deposit, keep treat or dispose of waste in Northern Ireland you may need a waste management licence (WML) from the Northern Ireland Environment Agency (NIEA).

Information on how to apply for a waste management licence can be found on the following page:

Waste Management Licensing | Department of Agriculture, Environment and Rural Affairs (daera-ni.gov.uk)
