This report summarises the legislative framework for carrier bag charging and the scope of existing charging arrangements; and considers the desirability of exemptions from charging - or some type of differential treatment - for paper bags (which are considered to be biodegradable by nature of their main constituent material) and for biodegradable plastic bags.
