    Consultation description

    Northern Ireland Environment Agency regulated 23 installations in Phase II of the ETS under the 2005 Regulations, and recovered regulatory costs associated with these installations through the Greenhouse Gas Emissions Charging Scheme (Northern Ireland) 2012.

    The 2012 Regulations now enable certain installations (such as hospitals and installations with emissions less than 25,000 tonnes per annum of CO2) to hold an excluded installation emissions permit.
    Whilst excluded installation emissions permit holders will benefit from slightly reduced compliance effort due to removal of trading and external verification, we estimate that our regulatory costs in relation to them will remain at about the same as at present. This is because whilst we expect there to be reduced registry costs associated with these sites, NIEA is required to audit them more frequently due to the absence of external verification.

    Excluded installations will be liable to the same charges as existing greenhouse gas emission permit holders for new permit applications, annual subsistence, variation, transfer, surrender, revocation, and the hourly charges.
