Minister extends NAP Derogation applications and accounts submission deadline

The deadline for applying for a Nutrient Action Programme (NAP) derogation and the submission of 2019 fertilisation accounts has been extended to 30 April 2020, Minister Edwin Poots has confirmed.

The move comes as a response to the COVID-19 pandemic and is part of the wider effort to adhere to guidance such as self-isolating and social distancing in order to reduce the spread of the virus. It also takes pressure off farmers and their agents who along with the agri-food sector are working extremely hard to ensure the food supply chain keeps moving. 

Minister Poots said: “As a result of the COVID-19 pandemic, we need to consider the implications this is having on the ability of farmers to meet with agents and Departmental advisors to discuss key business issues and decisions such as applying for a derogation or preparation of accounts for submission. 

“I am extending the deadline for doing so to 30 April to allow farmers and their agents additional time to consider the new changes brought in for 2020 and the business decisions required around that. I would encourage farmers to get their applications / submissions in by this date.

“These are exceptional times and I trust that this short extension will be welcomed and continues to demonstrate that we will work with our stakeholders, in full listening mode, to see how my Department can help with issues as they arise.”

Notes to editors: 

  1. The Nutrient Action Programme Regulations (Northern Ireland) 2019 (NAP Regulations) set a livestock manure nitrogen loading limit of 170 kg nitrogen per hectare per year.
  2. For farms operating under an approved derogation this is increased to 250 kg nitrogen per hectare per year from grazing livestock manure.
  3. Derogated farms are required to have a fertilisation plan, produce an annual fertilisation account, carry out soil sampling once every 4 years, have a farm phosphorus balance below 10kg/P/ha/year and have at least 80% grassland.
  4. Application to operate under derogation must be made annually to DAERA.
  5. CAFRE provides advice and training for farm businesses on operating under derogation.
