The woodland grants that Forest Service offer land owners in Northern Ireland are funded by the Northern Ireland Rural Development Programme (NIRDP). The NIRDP must comply with Commission Regulation which requires reductions and exclusions to be implemented. Forest Service, in common with UK regions and DARD Countryside Management Branch has developed a penalty system.
