Summary of the responses to the Consultation on the draft third Northern Ireland Climate Change Adaptation Plan (NICCAP3)

On 9 June 2025, DAERA launched a public consultation lasting 8 weeks closing on 4 August 2025. The consultation sought the views on the draft third Northern Ireland Climate Change Adaptation Plan (NICCAP3).
The consultation sought views on the structure of the draft NICCAP3 as well as decisions made as part of its development. Feedback was also sought on the detail provided by the Programme on the effects of climate change across 13 thematic areas, as well as the actions put forward to build and improve our resilience to climate change. The consultation also provided an opportunity for consultees to put forward further actions for inclusion within the final NICCAP3, and many consultees took this opportunity to also suggest areas where they felt further action was required.
Consultation
The consultation received 59 responses. DAERA engaged with external stakeholders during the development of the draft NICCAP3 through Climate NI and their network of representatives from local councils, academia, eNGOS and the private sector. The Department also worked with stakeholder groups during the consultation period.
The Department wishes to thank all those who participated in the engagement events during the development of NICCAP3, and to also thank those who took the time to consider the draft Programme and contribute considered, and highly valued responses to the consultation. The input of all involved has been of great help to the Department in developing NICCAP3, and the time and effort taken to engage is greatly appreciated.
