  • Summary of Responses to the Consultation on Northern Ireland's First Climate Action Plan 2023–2027

    Between June and October 2025, the Department of Agriculture, Environment and Rural Affairs asked the public for their views on Northern Ireland’s first Climate Action Plan (CAP) 2023–2027. This Plan is required by the Climate Change Act (Northern Ireland) 2022, which sets a legal target for reaching net zero emissions by 2050 and requires government to publish a Climate Action Plan every five years. The draft Climate Action Plan set out 52 policies and proposals across sectors designed to reduce emissions by 33% on average from the 1990 baseline in order to meet the first carbon budget.

    Consultation

    Over a 16‑week period, the Department of Agriculture, Environment and Rural Affairs (DAERA) received 224 responses through Citizen Space and email, alongside feedback from a wide range of engagement events held across Northern Ireland. The consultation posed a series of questions about the proposed policies and proposals and wider enabling actions outlined in the draft Plan designed to elicit quantitative (mathematical, statistical) and qualitative (thematic, subject, content) data for analysis which are included in the summary report. The consultation responses will help to inform the final version of the Climate Action Plan.
