How accessible this website is
We know some parts of this website aren't fully accessible:
- not all icons and images have appropriate accessible text
- not all checkboxes and inputs have labels which can be read by screenreaders
- some blocks of text do not follow a meaningful heading order
- the map functionality contains areas of colour which do not pass minimum contrast ratios
- the search results functionality on the map cannot be accessed by keyboard alone
- some users may have difficulty distinguishing which button has focus
- the user is not always warned when links open in a new tab or window
- overall, navigating the map functionality may prove difficult for keyboard-only users

Technical information about this website's accessibility
DAERA is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications)(No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.
Issues with technology
- Missing form labels on layer list checkboxes (1.1.1 Non-text Content, 1.3.1: Info and Relationships)
- The green Service button on the main daera-ni.gov.uk page does not pass contrast minimum. The modal intro panel does not pass colour contrast. 'OK' button does not pass colour contrast (1.4.3:Contrast (Minimum))
- Positive tab indexes should be avoided as they conflict with the visual order of the page (2.4.3: Focus Order)
- The visible focus indicator is a cyan coloured border, which sometimes is indistinct against the blue elements of the map - suggest a more vivid colour (2.4.7: Focus Visible)
- Some panels incorporate dragging functionality which cannot be achieved by a single pointer. It is not essential functionality to the purpose of the page (2.5.7: Dragging Movements)
- No accessible text for checkboxes on Layer list (3.3.2: Labels or Instructions)
- user-scalable="no" on tag disables zooming on mobile device (1.4.4: Resize Text)
Issues with text
- Incorrect use of H tags for general text in some of the information panels (1.3.1: Info and Relationships)
- Line height within blocks of text falls below minimum expected (1.28em cf. minimum 1.5em) (1.4.12: Text Spacing)
- Similar use of 'i' icons to denote 'About' and 'About this app' panels, also a search input and separate search icons. Are both required? (3.2.4: Consistent Identification)
Issues with PDFs and other documents
- No PDFs or documents associated with this application.
Issues with images, video and audio
- Ambiguous or duplicate alternate text on DAERA logo and some icon images (1.1.1: Non-text Content)
Issues with interactive tools and transactions
The application is largely map-based - the map functionality cannot be made fully accessible at this time. Gov.uk advises that maps do not need to be fixed but that essential information should be available in an accessible format.
How we tested this website
This website was last tested on 13 August 2024. The test was carried out by DAERA Digital Services Division.
We chose to sample those pages which were most commonly used, and most representative of the general functionality and layout of the web application. The sample pages were tested for code compliance using the Axe testing tool and WAVE (Web Accessiblity Evaluation Tool). The pages also underwent manual testing to ensure they adhered to the four Accessibility principles (Perceivable, Operable, Understandable, Robust).
We tested:
- Avian Influenza Map Viewer (landing page)
- Avian Influenza Map Viewer (application)
What we're doing to improve accessibility
The Department is actively engaged in improving the accessibility of its applications. As part of our 'UX Checklist', we require developers to design software with accessibility compliance built in. In those circumstances where compliance cannot be met, reasons for this should be documented, along with steps for addressing issues. We also carry out user research to ascertain user requirements and conduct usability workshopping before launching new applications.
