    Consultation description

    These proposals for a new charging scheme are due to the introduction of the Pollution Prevention and Control (Industrial Emissions) Regulations 2012 (‘the 2012 Regulations’) and These Regulations implement the provisions of the EU Industrial Emissions Directive (2010/75/EU) [‘the IED’] in Northern Ireland and will in time supersede the Pollution Prevention and Control Regulations (NI) 2003 (‘the 2003 Regulations’).

    The introduction of the 2012 Regulations was the subject of a separate consultation which closed on 12 June 2012. Those installations currently regulated under the 2003 Regulations will not transfer over to the new regime until January 2014.

    The proposed scheme would apply to any new installations after January 2013 and to all installations from the 2014/15 financial year. In recent years NIEA has identified certain activities where charges do not recover regulatory costs and changes are proposed to the charging component allocation for these activities to address these areas.
