Technical information about this website’s accessibility
DAERA is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard. The non-compliances are listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
- Alternative text of images should not be repeated as text - Element contains element with alt text that duplicates existing text. (1.1.1)
- Colour has been used as the sole means of presenting hyperlinks - underline text as well so users who are colour blind can identify links.(1.3.3)
- Document should have one main landmark - Ensure the document has a main landmark. (1.3.1)
- All page content should be contained by landmarks - Ensure all page content is contained by landmarks. (1.3.1)
- When orientation is changed it causes certain table content to run off the screen causing reflow issues. (1.3.4)
- When using the keyboard to navigate the application and the user changes the report year the user is taken back to the navigation bar rather than continuing from where they originally were. (2.1.1)
- 'Skip to main content' link has been provided but can only identify when using a screen reader - make this visible for users who do not use a screen reader. (2.4.1)
- Page titles are not descriptive of each page topic or purpose, they all have the same title. (2.4.2)
- Focus is visible but can be difficult to identify against certain components such as the cancel/convert buttons. (2.4.7)
- Some links open in a new tab without informing the user of this change of context, such as the AFBI link. (3.2.2)
- Screenreader doesn't read out what each input is for - user may be unsure of what they're entering data for. (4.1.2)
- Landmarks should have a unique role or role/label/title (i.e. accessible name) combination – The landmark must have a unique aria-label, aria-labelledby, or title to make landmarks distinguishable. (4.1.2)
- Missing form label – If a text label for a form control is visible, use the element to associate it with its respective form control. (2.4.6)
- Orphaned form label - Properly associate the label with its corresponding form control. If there is no corresponding form control, remove the label. (2.4.6)
- Possible heading - Text appears to be a heading but is not a heading element. (2.4.6)
- Some links open in a new tab without informing the user of this change of context, such as the AFBI link. (3.2.2)
- Changing the report year triggers an action without a submit button to confirm. This is considered a change of context on input. (3.2.2)
- Select element must have an accessible name - Ensure select element has an accessible name. (4.1.2)
- Empty table header - If the table cell is a header, provide text within the cell that describes the column or row. (2.4.6)
- Redundant link - If possible, combine the redundant links into one link and remove any redundant text or alternative text.
- Very small text - Increase the text to a more readable size.
Disproportionate burden
- Application links to PDF documents - ensure that these documents are accessible. An accessibility report has been provided showing the failures within a smapled PDF.
- Link to YouTube is provided within the application - ensure that this video is accessible by providing captions.
- Consider presenting the back button at the top of the screen throughout the application consistently, rather than having this at the bottom of the page.
- When the user tries to create a report with no data a message appears informing them this is not possible, this includes a '?' icon beside it but hovering over this doesn't cause any further information to show. Typically these are used to provide further information via hover, consider removing this icon to prevent misunderstanding.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix [example of non-essential document].
What we’re doing to improve accessibility
DAERA is actively engaged in improving the accessibility of its applications. As part of our 'UX Checklist', we require developers to design software with accessibility compliance built in. In those circumstances where compliance cannot be met, reasons for this should be documented, along with steps for addressing issues. We also endeavour to carry out user research to ascertain user requirements and conduct usability workshopping before launching new applications.
Preparation of this accessibility statement
This statement was prepared on 19 October 2020. It was last reviewed on 23 May 2025.
This website was last tested on 23 May 2025 against the WCAG 2.2 AA standard.
The test was carried out by DAERA Digital Services Division.
The following pages were tested:
- Homepage
- Land details
- Livestock details
- Dairy livestock details
- Import/export slurry & manure
- Report
We chose to test those pages which were most commonly used, and most representative of the general functionality and layout of the web application. Sample pages were tested for code compliance using the Axe and WAVE testing tools. The pages also underwent manual testing to ensure they adhered to the four Accessibility principles (Perceivable, Operable, Understandable, Robust). We also test using NVDA screenreader, and Adobe Acrobat Accessibility Checker (where applicable).
The full accessibility test report can be made available on request.
