The manufacture of finished goods from waste metal, plastic, glass, ceramics, rubber, textiles, wood, paper or cardboard, and the storage of those wastes - paragraph 15 exemption

A paragraph 15 exemption allows the manufacture of specified waste into finished goods or the storage of waste for the manufacture of finished goods.

Waste stream(s) permitted

Metal, plastic, glass, ceramics, rubber, textiles, wood, paper or cardboard.

Quantity

The total amount of any particular kind of waste stored at any time must not exceed 15,000 tonnes.

Storage and location

Waste must be stored at the place of the manufacturing activity.

Relevant Objectives in relation to the disposal or recovery of waste are given in paragraph 4 of Schedule 3 to the Regulations.

What the legislation says

The full wording of the paragraph15 exemption can be found in Schedule 2 to the Waste Management Licensing Regulations (Northern Ireland) 2003.

You will need to demonstrate that the site has, and is, operated in accordance with planning permission where such planning permission is required. In practice this means you must submit a copy of your planning permission or if planning permission is not required, written confirmation from the council that this is not required.
